“Hopeful, But Hopeful’s Different Than Being Optimistic,” says US Diplomat
US diplomat William Burns expressed cautious optimism about the future of US-China relations during a recent event. Burns, who has experienced the ups and downs of the relationship, described it as a “roller coaster” with China cutting off communications only to reinstate them later. Despite this, he stated, “So, I wouldn’t say I’m optimistic, I’m careful, maybe realistic. Hopeful. But hopeful’s different than being optimistic.”
China: The US’ Most Consequential Relationship
During the same event, Burns emphasized the significance of the US-China relationship, calling it the most consequential for the next couple of decades. He highlighted that both countries are the leading economies and possess the most powerful militaries globally. Additionally, he noted their wide global reach and their competition for both global and regional power.
Reconnecting Two Governments
In a separate discussion with the Council on Foreign Relations, Burns acknowledged that the US and China were not in a state of good relations. However, he mentioned that the current administration had been successful in reconnecting the two governments, thus improving the situation.
The Threat of China
Burns also expressed his belief that there is a growing consensus among both the left and right regarding the threat posed by China. He asserted that China’s goal is to become the strongest power in the Indo-Pacific, a fact that he considers irrefutable.
Impact of Defending Nancy Pelosi
Discussing the aftermath of defending former House Speaker Nancy Pelosi in 2022, Burns revealed that it had negatively affected the US-China relationship. He explained that while it was important to defend her as a co-equal head of a branch of the US government, it had sent the relationship into a tailspin.
Limited Senior Contacts Between US and China
Burns also mentioned that since this spring and following the Chinese New Year in February, there have been very few contacts of a senior nature between the United States and China. This highlights the current state of relations between the two nations.
